The suspect conspired to kill dozens involved with the Jan. 6 investigation, according to court documents.
Earlier this year, Edward Kelley, 33, was one of many rioters arrested on charges of illegally entering the U.S. Capitol and assaulting an officer.
Kelley and Carter discussed collecting information and plans to law enforcement officials on the list, which also included on the FBI’s Knoxville field office.
