Blackburn with Darwen Council planners have refused permission on grounds of disturbance to neighbours, among other issues
Proposals by a town’s Kurdish community to convert a terraced house into its own mosque have been rejected.
The proposal from Ahmed Ali Abdulraman would have converted the three-bedroomed house into a mosque used by up to 15 worshippers at any one time. He told the council planning department: “This small facility is to be used by a small community in the Blackburn area with Kurdish origin who presently do not have any such provision. This facility will therefore fulfil an important need.
“Two teaching rooms and an ablutions area would be provided on the first floor. Four parking spaces are detailed within the adjacent carpark. Fifteen public comments have been received objecting. A single public comment has also been received supporting the application. “No reference of approval for this has been provided by the adjacent carpark owner. There would be disruptions for many of the immediate neighbours from comings and goings, which would be significantly higher compared with those of a small terraced dwelling. The proposals would ultimately represent a material intensification of use, which would generate considerably more traffic.
