The city of Philadelphia formally apologized for experiments conducted for decadesFrom the 1950s to the 1970s, Albert Kligman, a faculty member in the department of dermatology at the University of Pennsylvania, used inmates at the prison for his research to test products such as facial creams and moisturizers. The city said the experiments exposed inmates to pharmaceuticals, viruses, fungus, asbestos and dioxin, a component of Agent Orange.
Although the experiments were conducted decades ago, the historical impact and trauma of this practice of racism in medicine continues to be felt today, said Philadelphia Mayor Jim Kenney, a Democrat.
