“Due to the possibility of changes to the mandatory homestead exemption, this is the optimal time for the district to make changes to the Local Optional Homestead exemption,” he said, “especially because the district’s ability to change the local exemption might be restricted for 2024 or subsequent years if we don’t act first.”

Based on the district's tax rate of $1.3353 per $100 valuation, the owner of a home in Pasadena ISD with the average value of $165,000 would pay $220 less through a 10 percent local exemption, for a total bill, including the state exemption, of $1,448. Loss of the local homestead exemption will not impact levies that are frozen for homeowners over 65 years old, according to Pape.
