Civil penalties were levied against the Old Lycoming Township official.

WILLIAMSPORT — A township supervisor in Lycoming County has been found to have violated the state Ethics Act but his conduct was not so egregious to warrant referral to the attorney general’s office.

He has been given 30 days to pay the $1,250 and to file with the township just north of Williamsport complete and accurate financial interest statements for the years 2017 through 2021. She found it troubling that it appears Shirn’s actions were meant to obtain a private pecuniary benefit for himself but added finding an appearance of impropriety is insufficient to satisfy “the weighty burden of clear and convincing evidence.”

On June 2, 2018, Shirn’s provided the township with a $4,600 quote for a 2003 Pontiac Vibe with 135,544 miles that had been in the dealership’s inventory for 14 months. The third supervisor, Linda Mazullo, told Whitford that purchasing the vehicle from Shirn’s was a conflict of interest and the township would have to look elsewhere.
