The constitutional requirement to swear in members at noon on the first Tuesday in January went off without a hitch. But what was expected to be the next order of business, the election of a speaker, was held up for the time being.

With 101 Republicans and 99 Democrats and three vacancies, the speaker’s election is more controversial than in most years. Democrats made it clear they wanted their floor leader Joanna McClinton of Philadelphia to be speaker but lacked the support to win a majority vote for her. Democrats said that any Republican speaker would hold the post temporarily until the three vacancies in Democratic-leaning House districts are held in the coming weeks or months.
