. The criticism of FEMA’s lethargy in helping after Hurricane Andrew’s 1992 hammering of Florida and its passive response to Hurricane Katrina’s 2005 devastation of Louisiana are two examples among many.

But in the latest case — in which FEMA faced intense criticism from California leaders over a slow response to the March 10 failure of a levee on the Pajaro River in Monterey County — the agency got more of the blame than it deserved.

By Monday, however, when President Joe Biden signed a measure declaring Monterey and adjacent counties to be disaster areas, a fuller picture emerged. Itstate officials responsible for emergency services narrowly framed a request for emergency federal aid in the Monterey area that didn’t reflect enough property damage — usually about 1,200 homes being destroyed or severely damaged — to qualify.
