Why does it often seem like there’s so little progress around homelessness? What can be done to make systems more effective? From the halls of government to the streets, I follow money and policies to examine what’s working, what’s not, and how it’s affecting people in Southern California.

The winner of District 1 will join a five-member board that oversees a county of about 3 million residents with an annual budget of about $9 billion.he five county supervisors are some of the most powerful people in Orange County, deciding about $9 billion in spending each year on key government services like public health , mental health, law enforcement and child protective services.— like the Sheriff’s Department and District Attorney’s Office— and can influence how it’s spent.

The supervisors also oversee the main funding for homeless services and shelters in Orange County, including which nonprofit groups do much of this work and to what extent they’re held accountable for services. Additionally, the supervisors play a major role in how much — or how little — homelessness funding the county seeks in state and federal grants for things like converting motels into permanent supportive housing.
