The General Assembly is expected to provide a framework for a more holistic approach during the 2025 session. No timetable for a pari-mutuel launch has been publicly discussed, but it could take until the second half of 2025 for horse racing betting to begin. The commission will continue to work on rule-making without finalizing the process, allowing for a smoother transition once legislative changes are complete. The delay allows for more discussions on the economic impact, conserves commission resources, provides North Carolinians more time for input, and gives prospective license applicants additional time to review rules and provide feedback
