As housing prices continue to surge, about a quarter of Houstonians are having difficulty paying their rent or mortgage, according to a 2022 report by Rice University’s. The percentage is even higher for communities of color – 40% for Black residents and 37% for Hispanics, the report shows. None was allocated to Districts B and J, which have the two lowest median household incomes of $38,113 and $36,267, respectively, and consist of neighborhoods with high concentrations of existing affordable housing.

As a part of its equitable distribution policy, staff also cannot propose more than two recommendations for Districts A, B, D, H and K or more than three for Districts C, E, F, G, I and J. DeMore, the resident who lives near the proposed Felicity Oaks project, said: “There are broken water mains on Weslelayan all the time. Traffic is obscene ... Frustrated commuters are constantly coming down our streets, zooming down, trying to get past the gridlock.”
