Laws differ by state in terms of whether former felons can vote, with much of the control left up to governors.
States have different rules on how and when felons can vote in elections, resulting in more than 4 million people being locked out of voting in America because of a past or current conviction.Vermont and Maine allow for all people to vote regardless of felony status, and most states allow for all people to vote except for those who are actively incarcerated, but some states have a more complicated approach to felony voting, according to the Brennan Center's Disenfranchisement Laws.
'Today, many states condition rights restoration on payment of fines and fees—meaning that some returning citizens are disenfranchised solely because they are indigent and/or unable to pay. This is anathema to our democracy. And the felony disenfranchisement laws are so confusing in many states that some voters who are actually eligible are chided from voting for fear of violating the law.'One state that requires fees and fines is Florida.
