An affidavit of probable cause said Palmer, 35, walked up to a man outside Simon’s Auto Repair on the 300 block of North College Street and sprayed him “directly in the face” with Frontiersman Bear Spray. The affidavit said the third person hit by the spray was another citizen, who received medical treatment.
Police wrote in the affidavit, “The amount of crack cocaine and the dollar amount is consistent with possession with intent to deliver a controlled substance.”
