The investigation led officers to Anthony Proctor on 3300 Union Deposit Rd., the man noted as the last person Scanlon was seen with before her disappearance, officials say. That same day, both Scanlon and Proctor notified Miller that they were leaving for Harrisburg and staying for a few weeks. Records state that Scanlon contacted her daughter and Miller saying that she’d be back on March 1.
Officers later administered a search warrant at Proctor’s home that led to his arrest. Police also found counterfeiting merchandise in his car, but these items will be searched upon approval of a separate warrant.
