L.A. officials say the ‘mansion tax’ on the sale of properties over $5M will generate hundreds of millions of dollars.

Maria Briones, a resident in Los Angeles who said she would benefit from Measure ULA-funded programs, speaks during a rally and press conference outside Los Angeles City Hall on Tuesday, Aug. 29, 2023, before the City Council voted to authorize the spending of $150 million in ULA money to support affordable housing and homelessness prevention programs. On Oct. 24, 2023, a judge dismissed multiple lawsuits challenging the legality of the measure.

The suits contended that the measure violated the California State Constitution and the Los Angeles City Charter. “Accordingly, the court grants defendants’ motions for judgment on the pleadings on the grounds that plaintiffs fail to state facts sufficient to support any claim against any defendant,” Scheper wrote in her ruling.Measure ULA, known as United to House L.A., imposes an additional tax on the sale of any real property, on or after April 1, 2023, in the city of Los Angeles when the consideration or value of the real property exceeds $5 million.

City Attorney Hydee Feldstein Soto said she was pleased that “the will of Los Angeles voters has been upheld and that much-needed dollars will continue to fund affordable housing projects and initiatives aimed at preventing homelessness.”
