It's meant to be a mirror of the bad guy's – Alexander Kessel – motivations as he believes the only way to save the US is to"erase it, start over" because there's injustice everywhere. The entire movie flirts with feeling like a spoof of action movies, but it's these strands that tip it firmly into that territory.
