Inspired by Vanessa Guillen, Congress set to require independent prosecution of sex harassment cases

Last year, Congress stripped military commanders of the ability to make decisions on whether to prosecute service members accused of a slew of serious crimes, including manslaughter, kidnapping, stalking and domestic violence. It was seen as one of the most significant changes ever made to the military justice system, but advocates said much more needed to be done.
Congress is set to strip commanders's oversight of all aspects of the prosecution. The defense bill also creates a randomized jury selection process. And it expands the number of offenses handled independently, putting death of death of an unborn child, mailing of obscene materials and sexual harassment under the purview of the special prosecutors, as well.
According to her office, fewer than a quarter of survivors of sexual assault in the military are willing to report and 51 percent say they would have been more likely to come forward if a prosecutor were in charge of the decision over whether to move forward with their case.
