Thrawn’s Goals Differ From Other Star Wars Villains Close Despite his allegiance to the Empire, Thrawn was never under the impression that the Empire was anything less than corrupt and oppressive. He attributes much of that corruption to its leadership under the tyrannical Palpatine, resting in the belief that Palpatine wouldn’t live forever.
