EDITORIAL: 'It was good to see Bibb stepping in so decisively to urge a reset for the commission, which needed this bucket-of-cold-water reminder of what’s at stake in Cleveland’s Issue 24 police oversight reforms -- which Bibb strongly supported.'

In doing so, Bibb signaled that the commission better get its act together if it hopes to fulfill Cleveland voters’ expectations of a “fresh start” on police oversight after the. The charter-reform ballot issue significantly changed the makeup and bolstered the oversight powers of the 13-member CPC, originally created as part of the city’s implementation of its consent decree with the Justice Department on use-of-force policing reforms.

It was good to see Bibb stepping in so decisively to urge a reset for the commission, which needed this bucket-of-cold-water reminder of what’s at stake in Cleveland’s Issue 24 police oversight reforms -- which Bibb strongly supported. The CPC has to do it right if it wants its new oversight powers to be credible, effective and wisely used.

“Under Mr. Goodrick’s tenure as Interim Executive Director, there has been significant internal conflict, a loss of confidence, and insufficient progress. This is not the fresh start voters envisioned,” Bibb wrote in his letter. Goodrick had served as executive director for the old CPC when he also was the focus of internal dissension.
