The lawsuit, filed Monday, allegesOhio Clean Water Fund was acting on behalf of Second Harvest Food Bank of the Mahoning Valley to give resident emergency aid and bottled water when in reality no partnership ever existed. Ohio Clean Water Fund was formed as a limited liability company in March 2023 by Leetonia resident Mike Peppel, but the IRS has not recognized them as a 501 tax-exempt organization. Ohio Clean Water’s website was not working, as of Tuesday afternoon.
