How we count the homeless population is flawed, experts say

The point-in-time count provides the leading source of data on homelessness nationwide, but experts say they are some roadblocks to a more accurate tally.Lana"LJ" Juhala slept in the same Phoenix alleyway for over eight years. Some counties, like Maricopa and Pima, already have what county leaders believe is more accurate data on their homeless populations. But federal requirements mean counties must continue conducting the point-in-time count, even if better data is available. Until those requirements change, the count is here to stay.Most experts agree that the point-in-time count, imperfect as it might be, is important.

"The fact that all these volunteers and agencies, we go out and count people, it says, 'These people count,'" Glow said.In the past, while Juhala was staying in the alleyway, she said she did her best to remain unseen. That may have contributed to her not being identified by point-in-time count volunteers.Today, she's almost sure to go uncounted.

"Being purposeful and trying to recruit people trusted in their respective communities to count agricultural workers, day laborers, recently arrived asylum seekers and other hard-to-reach populations who may not have stable housing is doable and important," Castaneda wrote in an email.Arizona's two most populous counties, Maricopa and Pima, already have data that their leaders believe provides a more accurate view of homelessness than the point-in-time count.

In 2022, because of COVID-19, HUD allowed Pima County to submit Homeless Management Information System data instead of conducting a point-in-time street count.
