Well, it was free, until the police issued the 'Seusspicious' Grinch's driver a citation.

As long as there have been HOV lanes, often with requirements for more than two or three occupants in a vehicle, there have been creative motorists who've tried skirting those rules with only themselves onboard. Cardboard cutouts, large stuffed animals, and even mannequins have stood in for"passengers" so that impatient drivers could sweep past denser traffic in the high-occupancy vehicle lane.

In the spirit of the season, we think this HOV violation is pretty on point. The Grinch inflatable is even waving and wearing a little scarf. He stands out for being, well, bright green, but is otherwise convincingly human-sized and"sitting" in the car's front seat. Now, of course, we should mention that state troopers won't cite a vehicle for having a Grinch in it—the violation is in there only being one actual human in the car traveling in the HOV lane.

We should also point out that, while the Arizona Department of Public Safety might be making the leap here and assuming—or framing—the Grinch onboard as a decoy for the purpose of flouting HOV rules, in all fairness it's entirely possible the driver was simply transporting their favorite holiday blow-up thing somewhere.
