“Are we doing this because it is the solution to homelessness, or are we doing it because our instincts are to punish people who are in poverty for their poverty?” Visotzky said in a discussion moderated by CalMatters housing reporter Marisa Kendall. “Our instincts are to build on all the racism that’s been baked into our housing system for centuries.”
California has been focusing money and attention on homeless people struggling with mental health and substance abuse.
