Business owners said they’re hoping for a swift resolution as tensions continue to rise, but after speaking with Harrisburg Police, CBS 21 learned that police have been dealing with the individual for the past seven years, meaning resolving this issue could be more complicated than it seems. Fox said some days he’ll ask for spare change, but on other days, he’ll toss trash outside of shops, spit on storefronts or take drugs in the back of her store.
However, Fox said she’s already tried getting a cease and desist against the homeless man. The legal efforts haven't scared him away, she said.
