School City of Hammond leaders say they plan to restore equity between high school facilities at aging Hammond Morton and new Hammond Central if voters approve an $84.2 million construction referendum on Nov. 7.

The district also is hoping voters approve the extension of an operating referendum, expected to keep taxes at the same level, but raise $14.6 million annually over an eight-year span. Hammond is Northwest Indiana’s largest district with about 12,100 students and 16 schools. It also has more than 2,000 employees. Superintendent Scott Miller acknowledged there’s been pushback on the measures that dates back to bitterness over the closing of Gavit and Clark high schools.

Miller said HAST school officials support the referendum and meet with a political action committee that’s campaigning for the referendum. Its share over eight years would be about $5.6 million, Miller estimated. “They’re trying to energize their families to come out and support it,” said Miller. He also said any charter school with students who reside in Hammond is eligible to receive referendum money. Miller said 10 schools, mostly in East Chicago and Gary, opted in the process.
