The altercation, which came at the tail end of a hearing, occurred when Rep. Michael McCaul, R-Texas., told Rep. Darrell Issa, R-Calif., his time allotment for questions had expired. The Golden State representative, however, continued talking. “I thought it was done,” Rep.
