A city-appointed historic preservation group in Geneva has voted against removal of landmark status and potential demolition of the remains of a limestone structure at 4 E. State St. on the northern edge of the former Mill Race Inn property overlooking the Fox River in the city.
The Shodeen Family Foundation - owners of the property and seeking to redevelop the 1.4-acre site - applied for a permit to remove the structure’s local landmark status and demolish it on the basis it is cost prohibitive to redevelop.The city of Geneva authorized a local landmark designation for the site in 2018. The Historic Preservation Commission voted 7-0 recently to deny the application for demolition at the site, and also denied the move to take away the landmark status of the property.
“The roof structure that exists today is burned, rotted and not useable,” he said in an email response to The Beacon-News. “The remaining elements of the historic structure consists of the three stone walls ...” However, Stazin said ”the condition of the structure currently is beyond, in my opinion, any restoration.”The structure has undergone additions and reconfigurations through the years, he added.
The developer has not approached the city to propose a public-private partnership to retrofit the structure and property, city officials said. The developer, while seeking demolition, did inquire whether $2 million was available through the tax increment financing district, according to the report to the commission.
Several commissioners explained the reasoning for their votes. Based on the information and the testimony provided to the group, “I am not convinced that the applicant has proven it to be a financial or economic hardship,” Jensen said.
