The mayor said in a press conference Tuesday morning that rescue efforts via boat and hovercraft took place throughout the night, and about 100 people were in city emergency shelters as of around 7 a.m."Typically, a rain event is 1 inch, 2 inches, in maybe 24 hours, 48 hours," said Mazzarella."And this was 11 inches that we know of that hit us within four-and-a-half to five hours.
