Federal authorities released a report Thursday detailing widespread problems in the capital city's police department.

Trenton police officers routinely use excessive force and engaged in a pattern of searches and arrests without reasonable suspicion or probable cause, according to a scathing federal report released Thursday.

Police director Steve Wilson said the department will improve and continue to work with federal authorities. No formal sanctions have been issued to the department. A Trenton police officer pepper sprayed a man in the face five times because the man "made provocative remarks and hand gestures," federal officials said.The federal report details widespread police issues, saying the problems start at the top.

In another instance, an officer grabbed a 16-year-old boy by the throat and slammed him into the hood of a car, mistakenly thinking the teen was armed, the report said.
