The crash, which killed a 74-year-old Harrisburg man, happened near a Pennsylvania Turnpike interchange on May 31, 2023, in Fairview Township.
According to the Dec. 5 report, Kenneth Sager fueled the 1955 Cessna 180 to its 55-gallon capacity before departing on a three-leg flight from Farmers Pride Airport in Bethel Township, Lebanon County, around 8:15 a.m. Sager said he filled the Cessna to the “brim,” which was further corroborated by the airport owner.
The Cessna took off from West Virginia around 1:24 p.m. with a flight plan returning to Farmers Pride Airport, the NTSB said. Sager estimated the Cessna’s fuel consumption to be approximately 12 gallons per hour, the NTSB said. A chart in the airplane’s operating handbook noted the Cessna would use an additional 1.5 gallons per engine start, warm up and takeoff.
About one pint of fuel was found in one of the plane’s gas tanks, while the other was completely empty, the NTSB said.
