EL PASO, Texas—The city of El Paso declared a state of emergency Saturday a week after the start of ancrossing the border illegally, which quickly overwhelmed federal immigration and city authorities. Mayor Oscar Leeser said he declared the emergency after consulting with federal, state and local officials about the rising number of migrants being released into the community after processing by the U.S. Border Patrol.
