When we think of Wolff’s greatest successes, we see an elected official who doggedly...
a new county public health department, funding a public health division at University Hospital, and supporting a partnership between UT Health and the University of Texas at San Antonio.
Wolff is cut from a different cloth than most other politicians. He can be brutally honest. He swears — often. He believes in bipartisanship. He’s often referred to as a moderate Democrat, but such a political label is too conventional and falls short. He is a pragmatist and a fierce advocate for San Antonio.
He took a circuitous route to the helm of county government, which no doubt gave him the wisdom and experience to be successful and influential. But 13 years after his first congressional loss, Wolff re-emerged, serving on City Council in 1987 and then as mayor in 1991. The early political success, the pain of being out of politics after two crushing defeats and the realization of the potential difference local political leadership can make served as guiding lights during his tenure as the judge.
