Democrats could argue that because much of the current deficit is due to Trump tax cuts for the very wealthy and corporations, any spending cuts should be matched or exceeded by the reversal of the those tax cuts. This is only fair. I would also recommend negotiations be conducted publicly to prevent Republicans from trying to spin what was said.
If the Republicans will not specify what cuts they want, or agree to match any cuts with reversal of the Trump tax cuts for the wealthy and corporations, then let the game of chicken begin.
