The SPCA operates as a donor-supported animal shelter and adoption agency. The contract with the city is for operation of the animal pound, which is required to hold any stray animal brought in by animal control for 72 hours. “I’m not trying to throw the city under the bus for this, it’s not their fault. They didn’t realize what was happening, either. We just have a strong management team now that can step back and look at all the moving parts,” Mortson said Monday, noting that a chartered professional accountant is working closely with the director of animal care to track costs.Article content
