Hayley Ann Gibbens testified against co-defendent Douglas Skaggs in the shooting death of Tito Roman.

Prosecutors alleged that Gibbens’ then-boyfriend, Douglas Skaggs, shot Roman to death in a dispute over stolen property. Gibbens agreed to testify against Skaggs in exchange for a plea agreement that limited her potential time in prison to between five and 15 years. She had previously faced the possibility of life in prison.
