The Hong Kong government plan has spawned protests and business organizations, human rights groups and the U.S. government have expressed concern the plan could erode the city's local autonomy, make it a less attractive place to do business and ensnare its residents in China's legal system. Song Ruan, an official at the Chinese foreign ministry office in Hong Kong, says fears are unfounded and urges Hong Kong to act.
