A Chicago alderman has proposed a significant change to the city's governance structure, seeking to grant the City Council greater influence over the mayor's appointments to the Chicago Board of Education ( CPS ). Ald. Bill Conway (34th Ward) highlighted the unique status of the CPS Board, being the only city agency where alderpeople lack the power to review and approve mayoral appointments.
Conway plans to introduce legislation that would mirror the City Council's oversight role over other city agencies, such as the Chicago Transit Authority (CTA), the park district, and the housing authority. This proposal arises amidst a backdrop of ongoing power struggles and recent vacancies on the CPS Board. A recent vacancy occurred after a member appointed by Mayor Brandon Johnson resigned following the discovery of alleged antisemitic remarks on social media. Conway anticipates further vacancies in the future, as the board is slated to consist entirely of elected members by 2027. Last year witnessed a particularly turbulent period when Mayor Johnson appointed six new members to the CPS board, following the resignation of the entire previous board. This move came after reports of Johnson pressuring CPS CEO Pedro Martinez to resign, stemming from disagreements over a high-interest loan to fund a new teachers' contract.The appointment of Johnson's board members coincided with the lead-up to the first-ever citywide election for CPS board members, which took place just weeks later. These newly elected members will be sworn in on Wednesday, forming a hybrid board. Controversially, Johnson's appointed board members subsequently voted to fire Martinez, a decision that drew criticism from City Council members. Conway, in a statement, emphasized the importance of providing the City Council with oversight over CPS appointments, arguing it is not only good governance but also crucial for the future of Chicago's students. He believes that granting this oversight could have prevented some of the recent chaos that has negatively impacted the city's fiscal health and education system.
