Bullrich es probablemente la última exponente de un grupo de dirigentes argentinos marcados por la violencia política en su juventud con posibilidad de llegar al poder.
La juventud moldeó a una mujer de fuerte personalidad y una visión de la política sin grises, a “todo o nada” como dice su eslogan de campaña. A fines de los años noventa, sin embargo, el camino entre Bullrich y el peronismo se bifurcó por su rechazo a los casos de corrupción que involucraron al gobierno de Carlos Menem . Bullrich se sumó a una coalición de partidos de centro que llevó a Fernando De la Rúa a la presidencia en 1999.
