This is one of the most basic responsibilities given to Congress by the U.S. Constitution.
Sen. Chris Van Hollen similarly said Congress shouldn’t be “bigfooting decisions made by the elected representatives of the District. Period.” And while Sen. Mark R. Warner said he hadn’t yet reviewed the disapproval resolutions, he said in a statement that circumstances would need to be “exceptional” to warrant congressional intervention.
