Gambaryan alerted contacts in the Nigerian government and wrote a three-page report describing the payment request, which he gave to Binance’s lawyers, the NYT said. The decision was announced by Nigeria's Securities and Exchange Commission Director General Emomotimi Agama at a meeting with fintech professionals on Monday, the report said.
