The fan, in case you’re interested, isMichael was a speechwriter and adviser to Bush during his presidency, and the two worked particularly closely together on PEPFAR, the administration’s program fighting HIV and AIDS across the world.
It’s a subject Michael wrote plenty about in the years of columns that followed, and it’s what Bush focuses on in his op-ed — now that PEPFAR’s key provisions are in danger of expiring because of an intransigent Congress. In a brief preface, Bush drops some stats: The program has saved more than 25 million lives and costs less than one-tenth of 1 percent of the federal budget. But then, Bush turns things over to Michael and gives new life to our dearly departed columnist’s exhortations to support PEPFAR.
Perhaps the most haunting image he wrote about were the “memory boxes” dying mothers would make, stuffing into a shoebox scraps of paper and other little mementos by which their children could remember them.run by orphaned children. And in 2012, surveying the massive success of PEPFAR, he wrote of those makeshift memorials: “I imagine millions of unfilled memory boxes. A lost generation, unexpectedly returned.”
