Iran’s recent military deployment on its border with Azerbaijan and Ankara-Baku joint military drills indicate a regional competition between Tehran and the two Turkish-majority states

That route is not operational yet. “These current military drills may be intended as a way to use military activity as a diplomatic tool with Armenia as well,” Bryza views, referring to Turkey-Azerbaijan efforts to make the route operational. But he is also not sure for certain on the ultimate aims of the drills.
