Lawyers for Mr. James said in a letter Wednesday to a Brooklyn federal court that he would plead guilty to the 11-count indictment. He was charged with 10 counts of committing a terrorist attack on a mass transportation system, one count for each person shot. Mr. James was also charged with one count of discharging a firearm.
