These Kangs are afraid of He Who Remains, despite overwhelming him in numbers by a truly colossal amount. This underlines just how dangerous the main MCU Kang was, all while setting up an entirely new antagonist to potentially plague the MCU, as it seems the Council Of Kangs may turn their sights on Marvel's heroes with the threat of Kang seemingly dealt with.
