The boat remains trapped in the powerful circulating waters behind the low-head dam. Rescuers in boats and by helicopter and drones searched for 1 hour and 40 minutes for the missing boater before transitioning into a “recovery mode.” It could take three to four weeks to find the person’s body if they are still in the water, Enterline said. The victim could be trapped near the dam or somewhere downstream.

“This river is not a lake. This river is constantly moving and there’s constant velocity. That velocity kills. And we see it time and time again,” he told reporters. “Moving water kills people, and you have to be able to respect that.” City officials said there were about six warning buoys scattered around the dam area Thursday morning, mostly below the dam. Each year, about 36 buoys are placed near the dam; 18 on the north side and 18 on the south side to mark the “exclusion zone” that exists near the dam. They were left in and most washed away during the winter’s high water, according to Matt Maisel, the city’s spokesman.
