Amnesty International warns that the Trump administration's boat bombing campaign in the eastern Pacific is normalizing extrajudicial killings, with the death toll approaching 200 since September 2025.

The US military's campaign of boat bombings in the eastern Pacific continued this week with attacks on Tuesday and Wednesday that killed three people, bringing the total death toll to 197 since September 2025, according to a tally maintained by The Intercept's Nick Turse.

Amnesty International sounded the alarm on Wednesday, warning that these extrajudicial killings are becoming normalized as they fade from headlines and Congress fails to intervene. The latest strikes targeted vessels accused without evidence of drug trafficking, according to US Southern Command statements. Amnesty's national director for government relations, Amanda Klasing, emphasized that the killings are illegal under both US and international law and immoral.

She stated that people of good conscience cannot allow this to continue, yet Congress has so far failed to halt or even slow down this lethal and unlawful campaign. The US military described the operations as lethal kinetic strikes against vessels operated by Designated Terrorist Organizations, based on intelligence of narco-trafficking routes. The human toll of this campaign is staggering, with nearly 200 individuals arbitrarily deprived of their right to life. Families of victims are seeking justice.

Among them are relatives of two Trinidadian men, Chad Joseph and Rishi Samaroo, killed by a US strike in October 2025. Samaroo's sister, Sallycar Korasingh, stated that her brother was a hardworking man who had paid his debt to society and was trying to get back on his feet. She demanded accountability, insisting that if the US government believed he had done anything wrong, it should have arrested and charged him, not murdered him.

Amnesty's Americas director, Ana Piquer, called for urgent international action, urging governments in the region and the Organization of American States to speak out firmly against these murders. She also called for the suspension of intelligence sharing that may contribute to these operations and the suspension of export licenses for defense material that could be used to perpetuate these murders. The international community must recognize that these actions constitute a serious threat to human rights and respect for international law.

The Trump administration's unilateral designation of individuals as criminals or terrorists and subsequent lethal action without due process sets a dangerous precedent. Amnesty's warning highlights the erosion of legal protections and the normalization of state-sponsored violence. As the death toll approaches 200, the urgency for congressional oversight and international condemnation grows. Lawmakers must hold those responsible accountable and stop this campaign of murder at sea.
