DALLAS (CBSDFW.COM) - Two men, in the Deep Ellum section of Dallas, were shot and killed just after 2:00 a.m. on May 13.

When officers arrived at the scene, in the 2800 block of Elm Street, they found 5 men had been hit by gunfire. Two of those victims, 42-year-old Jermaine Lewis and 31-year-old Quintin Lowe, died at the hospital. Police say the three other shooting victims were taken to area hospitals and while their conditions aren't known, their injuries are not believed to be life-threatening.

Police are still investigating the shootings but say their preliminary shows that one man was approached by two other men while standing on the sidewalk, and members of both parties started shooting. Those three men, along with two people caught in the crossfire were shot.

There is a wealth of surveillance video in the area that has been gathered by police. "We captured the offense [on video] and that will be reviewed by our homicide unit," said Dallas Police Deputy Chief Albert Martinez.

The investigation is ongoing, however, the preliminary investigation and evidence show all parties involved have been identified and are no longer a threat to the public.

While police say the investigation is ongoing they also say that because of the information and evidence that they've gathered they believe everyone involved in the shootings have been identified and are no longer a threat to the public.

The shootings happened just one day after Deep Ellum stakeholders met to discuss the area's ongoing safety issues.

On Thursday the Deep Ellum Foundation unveiled a new 14-point plan to help curb violent crime. They say it has been months in the making and will build on strategies already in place, like shutting down some streets on Friday and Saturday. The plan also includes an extensive security camera network and a 24-hour command center, staffed with private security and Dallas police.
