National Treasury has instructed the Gauteng government to put the controversial R30 million information technology tender on hold. The tender to provide Gauteng’s e-government department with IT services was concluded within 24 hours

This follows the decision by Gauteng’s e-government department to fast-track a tender for its Security Operations Centre – which manages the provincial government’s online protection, including cybersecurity – in a record 24 hours.

Now National Treasury’s chief director of supply chain management Basani Duiker has written to Gauteng acting head of e-government Rashid Seedat, telling him South Africa’s fiscal managers want to “review the procurement processes and advise appropriately” before the company could provide any services to the department.

The Treasury reminded Gauteng officials of the minimum 21-day tender advertising process for above the R500 000 threshold, failing which an exemption was required. Duiker gave Gauteng’s e-government department until Thursday to supply them with “reasons for deviating from tender processes, the specification of the bid [and] relevant Treasury approval for the deviation from the tender process.
