At the commission of inquiry into state capture on Wednesday, testimony was given by Dr Tankisi Masiteng, who was the chief director of the department of agriculture and development in the Free State between 2012 and 2016, when the controversial Estina Dairy Farm project took place.
According to Matsiteng, this was not signed by him but by an acting director as he was in China at the time. Masiteng accuses head of the department of agriculture and development at the time, Peter Thabethe, of eschewing the usual procurement procedures. He says he was told this was necessary due to how much money was invested in the project.
