The frosty relationship between Minister Bheki Cele and Commissioner Khehla Sitole was evident at the hearings into the unrest. Police Minister Bheki Cele has admitted law enforcement officials could have handled the July unrest better. People claim the police were not visible in some of the areas affected by looting.
