The survey notes that the unemployment rate only accounts for people who are actively seeking employment. This means that, during the lockdown period between April and June, people who were not actively seeking employment were not included in the official unemployment rate.StatsSA

It adds: “Contrary to what one would expect in the face of such a large decline in employment, the number of unemployed persons declined substantially as well – by 2.8 million – to 4.3 million compared with the first quarter on 2020.” The rate in the expanded definition of unemployment increased from 39.7% in the first quarter of 2020 to 42% in the second quarter. These are individuals who are not employed; are not actively seeking employment because they are discouraged from looking for work; or did not look for work for other reasons other than discouragement.
